A young man receives an invitation to celebrate his 21st birthday at a small party in the town hall. Since he has nothing to do with politics he at first wants to refuse. At this point, the re-educational film’s commentator instructs him that “he who doesn’t take care/give a hoot about politics doesn’t take care of his rights”. Er pfeift darauf depicts the workings of democracy and recommends getting engaged in citizen assemblies and youth organisations in order to meet the danger of a fascist revival abetted by a society of subordinates. Brought to reason by these means, the young man takes his civil rights and duties into consideration and agrees to attend the celebration.
